Northern Ireland's Department of Finance is recruiting for the position of chief executive in its construction and procurement delivery division, it has been revealed, with a closing time and date for completed application forms of May 14, 2021, at noon. 

According to the advertisement: "This is an exciting opportunity to join CPD at a time of change when the focus is on how professional public procurement can make a difference. You will be able to use your leadership, skills and professional experience to help Construction and Procurement Delivery Division’s teams who are working on projects and contracts from many thousands to multimillion pounds. Our suppliers range from local businesses (many small in size) and large national businesses. You will lead in the development of Construction and Procurement Delivery Division colleagues so that they can deliver professional services for a wide range of public sector clients in collaboration with our suppliers."

According to the department, the Construction and Procurement Delivery Division is the lead body for public procurement in Northern Ireland providing professional services to a wide range of public bodies.

It also has a leading role in supporting the new Procurement Board to ensure that procurement policy is effective and supports the delivery of the Executive’s wider policy objectives and its Programme for Government.

The Construction and Procurement Delivery Division’s professional services include the procurement of supplies, services and construction works; advice on the management of programmes and projects; and a range of property and facilities management services. 

Salary and location

Department: Department of Finance, Construction and Procurement Delivery

Salary: £92,413 to £105,447 (under review)

Location: The post holder will normally be based at Clare House, Belfast, but some working from home will be expected.

The finance minister has reconstituted the Procurement Board to bring together representatives from key industry sectors and public procurement organisations to work closely to ensure that future policy is effective. This, along with the UK’s exit from the EU, provides the opportunity to transform public procurement. This is also a great opportunity to join the leadership team at the department and work to deliver a range of quality services to the public, businesses and public bodies.

The department is looking for a Chartered Procurement or Construction professional who has the skills and professional experience to lead Construction and Procurement Delivery Division in transforming public procurement and deliver projects and contracts from £30,000 to multimillion pounds.
