The Design Manual for Urban Roads and Streets (DMURS) was launched by the ministers for transport, tourism and sport and the environment minister in 2013. The document was updated in 2019. That update included additional guidelines on applicability as well as a new website, www.dmurs.ie

This circular issues new Advice notes in relation to:

Advice Note No 5 Road and Street Drainage using Nature-based Solutions

Drafted in conjunction with:

Water Services in the Department of Housing, Local Government and Heritage;

Local Authority Waters Programme (LAWPRO).

The Design Manual for Urban Roads and Streets (DMURS) is the principal design manual for urban roads and streets and is mandatory when providing new or modifying existing urban roads and streets within the 60 km/h urban speed limit zone except for:

  • Motorways
  • In exceptional circumstances, certain urban roads and streets with the written consent of the relevant Approving Authority (see below).

Implementation of DMURS requires a multi-disciplinary design approach and is subject to a system of Compliance Certification, Audits and Exceptions/Departures. DMURS is subject to the following oversight arrangements:

  • By Transport Infrastructure Ireland for schemes on national roads or works funded by Transport Infrastructure Ireland;
  • By the Department of Transport (DoT) for schemes or works, funded or part funded under the Regional and Local Roads Investment Programme;
  • By the National Transport Authority for schemes or works funded or part funded by the National Transport Authority;
  • By the relevant road authority for all other works.

DMURS Publication/Website The Design Manual for Urban Roads and Streets (DMURS) was jointly published by the Department of Transport, Tourism and Sport and the Department of Housing, Local Government and Planning and is available on the government website on www.gov.ie/DMURS and at www.dmurs.ie.

The Department and DMURS websites include all updated and original documents as well as supplementary material including advice notes. This website is designed to be a resource tool with workshop/presentation material, case study material and links to other key publications.

Organisations and practitioners are also invited to submit best practice case studies for consideration for inclusion on the website at dmurs@transport.gov.ie.

Workshop/training

In 2022 and 2023 an online series of seminars on DMURS and Nature Based Solutions were delivered as follows:

  1. Urban Roads and Streets Design Series | EI - IPI - RIAI
  2. Mainstreaming Nature-Based Solutions Series | Engineers Ireland

Details of the seminars to include presentations, videos and PowerPoint slides are available through the above links. 

Furthermore, it should be noted that:

  • Further interactive workshops are being developed in conjunction with Engineers Ireland (EI), Irish Planning Institute (IPI) and the Royal Institute of Architects of Ireland (RIAI) for which further details will follow.
  • A Graduate Certificate Course in Urban Road and Street design is being organised in conjunction with Sligo IT, to commence in autumn 2024 and for which further details will be available.
