About the event

In this presentation Warren Phelan, Technical Director of RPS, will look at construction and demolition waste (CDW) in the Irish market and present the latest data which will show the recent trends, capacity developments and what we expect to happen over the next 10 years.

The geographical coverage of facilities, both national and in the southern region, will be reviewed.

The policy and legislative environment for CDW is evolving and the presentation will identify the recent regulatory changes and their implications.  In particular, amendments to the waste management facility regulations and the Article 27 by-product guidance will be discussed.

With the Climate Action Plan and Circular Economy Policy agendas firmly established, the presentation will look at the challenges facing the sector as it transitions away from the mixed skip mentality to a circular resource model focus highlighting some practical options and their benefits.

About the speaker

Warren Phelan Chartered Engineer - Technical Director of RPS
Warren is a Chartered Waste Manager and a Chartered Civil Engineer with a Masters in Engineering Science from UCD. He has over 20 years' experience in the waste and resource management sector developing specialised skills in waste strategy, plans, capacity and data analysis. He has worked for the European Commission as the Waste Management and Circular Economy Expert on the European Green Capitals and Green Leaf projects. Warren is currently a member of the National Waste Forum Group and the National Construction Waste Resource Group.
