Course Aim

This course addresses construction procurement in the Irish public sector. It is designed for those working in and for the public sector who are interested in understanding public procurement principles, policies and procedures, within the context of the Capital Works Management Framework (“CWMF”).

Learning Objectives

By the end of the course all participants will be able to:

  1. Describe the principles governing procurement
  2. Understand frameworks
  3. Understand procurement procedures allowed under EU Regulations
  4. Draft suitable pre-qualification and tender documents using CWMF templates
  5. Evaluate pre-qualifications and tenders
  6. Correctly debrief unsuccessful applicants
  7. Understand risks relating to legal challenges

Trainer profile

Claire Graydon LLB, MSc

Claire is a law graduate with a masters in International Law and Business.  Claire is regularly involved in contentious and non-contentious procurement issues and works on behalf of contracting authorities to draft, implement and manage entire procurement processes using bespoke documents and standard CWMF documents.

Claire advises on contract management and disputes under various forms of construction contracts including the NEC, FIDIC and PWC.

Claire develops and delivers training programmes on a wide range of topics and lectures on Quigg Golden's in-house Law and Contract Management course.  Claire also speaks at external events, most recently delivering a talk at the National Construction Summit on debriefing tenderers.

Confirmation is subject to event fee being finalised. Cancellation fees calculated at 50% of the estimated total bill will be charge for confirmed bookings cancelled less than 5 working days prior to the date of the planned event. A replacement person can attend instead. Cancellations made the day prior to an event will be charged 75% of the total estimated bill. No-shows will be charged the full fee. All cancellations must be confirmed in writing by email. Engineers Ireland will not be liable for any costs in the event of a course being re-scheduled.  This applies, but is not limited, to any travelling, subsistence or consequential expenses incurred by delegates.
