Assessing the Condition of the Irish Regional Road Network 2011/2012

This presentation covers the Pavement Condition Study which established, by county and nationally, the lengths and areas of regional roads requiring remedial works. A total of 13,055km comprising 673 regional road routes were surveyed as part of this study, involving the use of machine surveys to collect road condition and skidding resistance data and digital imagery on the regional road network.
It is clear that there has been a substantial improvement in ride quality on the Regional road network over the seven year period of the study. Nationally, the percentage length of the Regional road network in the Road Reconstruction category has dropped very significantly from 24% in 2004 to 15% in 2011. At local authority level, there is considerable variability in the distribution across the remedial works categories.
The outturn condition parameters comprised a number of key pavement performance indicators. The key indicators were visual rating (VR), international roughness index (IRI), rut depth, mean profile depth (MPD) and SCRIM coefficient (SC). The condition parameters are reported for each 100 metre length of the entire regional road network. The visual rating was carried out from high definition video used to capture the road surface condition and using a newly developed 1 to 10 rating system for Irish roads.
About the speakers
Dr Kieran Feighan Chartered Engineer – Managing Director of PMS Pavement Management Services Ltd., an Irish company specialising in pavement evaluation and management on roads, airports and ports. Kieran holds engineering qualifications from NUIG, TCD and Purdue University, USA. He is a committee member and former chairman of the Civil division, and is a member of Council and the Executive Board. He has published many international papers in the areas of data collection, design, evaluation and management of pavement networks.
Brian Mulry Chartered Engineer – Director of PMS Pavement Management Services Ltd. Brian holds BE and Masters degrees in Civil Engineering from NUIG. He has 20 years experience in the pavements area, working in the areas of pavement management, evaluation, analysis and materials. He has published a number of research papers and articles in these areas. Brian is a committee member and former Chairman of the West region and is a member of the Engineering the West to 2020 team. He is also a committee member of the Irish Branch of the Institute of Asphalt Technology (IAT).
