Course Aim
This course will distill best practice in procurement, tendering and contract management of water and waste water projects.
Additionally, with prequalifications and tenders becoming increasingly competitive, this certificate course will give be a useful addition to candidates’ educational qualifications.
Overview
Water and waste water is one of the only elements of the Irish construction industry which continues to thrive. The sector has obtained special derogations from the Capital Works Management Framework and uses bespoke procurement and contractual arrangements.
Learning Objectives
After attending this seminar, delegates will understand best practice in procurement and operation of water and waste water projects. Local authority engineers and their consultants will understand best practice in procurement and contract management, achieving their desired aims without falling foul of the relevant legislation. Contractors will better understand the art of tendering as well as their rights and responsibilities under the contract.

Trainer’s Profile
Edward Quigg
Edward is well known as a leading authority on the legal implications of pubic sector procurement. He also brings his extensive experience of FIDIC. Edward has been involved in many of the leading procurement challenges in his native Northern Ireland, and has been involved in several ground-breaking decisions. He brings this wealth of contentious experience to bear in his significant non-contentious practice, advising local authorities all over the Island of Ireland on pragmatic but legally compliant means of achieving the desired procurement outcomes.
Edward has significant experience advising and training on the FIDIC forms of contract and is a regular speaker at the Saudi Law Training Centre. He has represented parties in multi-million dollar disputes arising out of the use of FIDIC forms of contract.
Robert Rooney BCL, MA, MCIArb, Barrister (non-practising)
Robert is an Irish qualified barrister with five years experience in construction contracts, both contentious and non-contentious. Robert is also experienced in procurement. He regularly advises contracting authorities on the implications of the Procurement and Remedies Regulations. He also regularly advises contractors in relation to water and waste water procurements, including contentious challenges. Robert has trained some of Ireland’s biggest utility organisations in the use of FIDIC. He has also delivered training to the Saudi Law Training Centre in Dubai, as well as advising on several high value FIDIC disputes at home and in the Middle East.
